you can cash out a card on paypal that has not been linked to paypal before, many US cards already linked.
you can set up a business account and buy from your store with the card, then withdraw your funds slowly.
need a drop for the check or a bank to accept your ACH withdrawal.

i a hacked german paypal account an have 33 eur on paypal, but i cant buy with this money.
i dont know why
