First off the government is spying on us all. Start by changing your router to a secure non ISP provided one and change your wifi password to a strong long one, bleach bit/ccleaner your machine then wipe the disk (7 times is good), format the hard drive and install a linux distro of your choice while choosing full disk encryption on the install, use a good PAID VPN and pay with bitcoin(dont send from a wallet in your name) or cash. Keep your business and pleasure on separate machines, never use same usernames/passwords/emails as pleasure ones.

Do your own research on cyber security and stay updated on the news and the governments capabilities also read up on case studies and how others have been caught doing things.

I would go with double: rdp + vpn bridge + tor . tails has its pro and cons.
May be usb boot kali is good for on the go use.
